The County of Lennox and Addington (County) and Town of Greater Napanee (Town) have jointly initiated a Schedule C Municipal Class Environmental Assessment (MCEA). The MCEA will confirm the proposed road improvements identified in the County’s Transportation Master Plan (TMP) to accommodate future traffic and anticipated developments within the Study Area bounded by County Road 41 (Centre Street North) to the east, County Road 2 to the south, the Town’s urban boundary to the west, and Jim Kimmett Boulevard to the north. The preliminary recommended new arterial road map is shown within the link below under "Want to Get Involved?".
The County completed an update of their Transportation Master Plan (TMP) in 2014 in accordance with the MCEA satisfying Class EA Phase 1 (Identify the Problem/Opportunity) and Class EA Phase 2 (Identify Alternative Solutions and Establish the Preferred Solution). The TMP established a preferred solution of extending Alkenbrack Street to County Road 1 (Belleville Road) and extending Enviro Park Lane west of County Road 1 to Richmond Park Drive to accommodate future traffic and developments within the Study Area.
As part of the MCEA, the municipal servicing requirements (e.g., water and sewer) for the anticipated developments within the Study Area will also be determined.
MUNICIPAL CLASS EA PROCESS
The County and Town will review the previous TMP findings and carry out the remaining Class EA Phase 3 (Examine Alternative Methods of Implementing the Preferred Solution) and Class EA Phase 4 (Prepare an Environmental Study Report (ESR)) of the MCEA planning and design process. The municipal servicing requirements for accommodating the anticipated developments will determined.

Consultation is an important part of the MCEA process, and we want to hear from you. With this in mind, the first of two planned Public Information Centres (PICs) for the project are being held HERE. This document will be available between December 6, 2021 and January 6, 2022 to learn about the project and provide your questions and comments.
