Housing Assistance and Resources in Prince Edward and Lennox & Addington Counties
You’re eligible for subsidized housing (with rent calculated at 30 per cent of the household’s income) if you:
- Have a low-income or
- Have no income but are pursuing income or are attending school
You may be placed on a waitlist. If so, assistance may be available for some applicants while they wait for subsidized housing.
Housing First
Housing First involves providing housing as a first step, then providing necessary support to that person or family to allow their tenancy to be successful. We embrace housing first as a community philosophy which emphasizes social inclusion, community integration and self-sufficiency. We believe every citizen has the right to safe, affordable and stable housing.
Apply for Rent-Geared-to-Income Subsidized Housing
Rent-Geared-to-Income (RGI) Housing is a type of housing assistance sometimes referred to as social housing, community housing or subsidized renting. If you are determined eligible, RGI Housing allows you to pay rent calculated at about 30 per cent of your total income.
In Prince Edward and Lennox & Addington Counties, RGI units are owned and operated by Social Services, non-profit housing providers and private landlords.
Prince Edward – Lennox & Addington Social Services administers a waiting list for all RGI units in both Prince Edward and Lennox & Addington Counties.
The waitlist for RGI Housing in this area is typically four to seven years.
You must complete an ‘Application for Rent-Geared-to-Income Housing’ in order to be placed on the Rent-Geared-to-Income Housing waitlist.

Remain Eligible – Know Your Obligations:
Once your application has been completed and approved, it is important that you keep us up to date regarding your current address, telephone number and any changes to your household composition.
Reviews are mailed out annually. It is important they be completed and returned to our office as soon as possible to prevent your name from being removed from the waitlist.
How Long Until I am Offered A Unit?
IMPORTANT: In order for a housing unit to be available someone has to be moving out. The amount of time a household waits on our waiting list is determined by how quickly or slowly people move out. It is very difficult for us to determine the length of time it will take for a new applicant to be housed and we are not able to tell you where you are on the waitlist.
It could take four to seven years from the date of your application.
I am a Housing Provider/Landlord
PELASS offers private landlords an opportunity to provide affordable housing to renters who already live in their units or renters from the Centralized Wait List.
I want to create affordable housing; is there funding to help me do that?
You may be able to access funds from the Provincial and Federal Governments which PELASS receives to use for various modes of affordable housing. Contact PELASS at 613-354-0957 if your development idea involves:
New builds or renovation of an existing building to create additional affordable housing in the community. Funds may be available for both counties.

Long Term Housing and Homelessness Plan
In 2014, Prince Edward Lennox & Addington Social Services (PELASS) released their Long Term Housing and Homelessness Plan. The plan acts as a guide to addressing housing and homelessness in Prince Edward and Lennox and Addington counties over a ten-year period from 2014 to 2024.
In 2019, a new and revised version of the Housing and Homelessness Plan was presented that offered a more comprehensive and focused vision of what PELASS hopes to accomplish. In the revised plan, six critical pillars were identified and from them, a range of associated outcomes and objectives were developed.

Enumeration Reports
On July 12, 2018, the report from the May 2018 Homeless Enumeration was presented at a Housing Community Forum held with community partners and service providers The final report details the results of the week long enumeration completed in both counties and includes the data as a whole and for both counties individually.
Housing Needs Assessment and Housing Needs Study
Prince Edward-Lennox and Addington Social Services (PELASS) is embarking on a process to help identify current issues and update strategies to address housing and homelessness challenges in the community. This work will build on efforts to date and help chart a course for advancing solutions over the next ten years.
PELASS has engaged with the Re-Fact consulting team to assist in developing an updated plan with tools and strategies to support these efforts. The consultants work plan will include three main components:
