Overview
Explore permits available for right-of-way control as well as over-dimension loads when travelling through Lennox & Addington County.
A variety of permits for both right-of-way and over dimension loads are available by submitting an application.
The County reviews and provides comments as an interested stakeholder on all land use applications (consent to sever/minor variance/zoning by-law/development site plan) within the County. These applications are initiated at the local municipality level through their planning and building departments and are circulated to the County for comment.
Right-of-Way Permits
Policy Compliance
In accordance with the County’s right-of-way control regulations, County staff evaluate a variety of issues and ensure compliance with the policies of the local road authorities, police, conservation authorities and federal/provincial government agencies. These issues include drainage matters; private feature and road allowance obstruction impacts and encroachments; and traffic issues such as speed limits, parking restrictions and road signage.
Entrance Application - standard, commercial, industrial, institutional
An Entrance permit is required to add or reclassify a permanent or temporary road entrance at a specific location. The project of adding or modifying the road entrance may be subject to an Excavation and Occupancy permit (Work in Right-of-Way) that is associated with the entrance permit.
If you are carrying out any of the following activities on a County of Lennox and Addington road you must have an entrance permit.
- Constructing a new entrance
- Constructing a temporary entrance
- Changing the design, location or use of an existing entrance
New entrances to County roads will only be permitted when access from a local municipal road is not possible.
The Entrance permit application fee is $150.00 per entrance application.
The deposit for the construction of a standard entrance is $1,000.00 and is refundable upon satisfactory completion, as confirmed by County staff.
The deposit for the construction of a commercial/industrial/institutional entrance is $2,000.00 and is refundable upon satisfactory completion, as confirmed by County staff.
All entranceways are to be constructed by applicants at their cost.

Excavation and Occupancy Application (Work in Right-of-Way) - private construction in a County road allowance
Excavation and Temporary Occupation Permit is a permit to allow works or occupation of County right-of-way. This permit addresses public safety, traffic egress and ingress and the works or occupation of the proposed location in conjunction with other activities or other uses of the right-of-way.
The Excavation and Occupancy permit application fee is $150.00 per application. Deposit for works or occupation of County right-of-way is $2,000.00 and is refundable upon satisfactory completion, which is confirmed by County staff.
To apply for the Excavation and Occupancy permit within County roads please complete the form. Payment can be made by credit card (MasterCard or VISA), cheque or cash.
In consideration of the County of Lennox & Addington authorizing a permit to excavate or occupy a portion of a County right-of-way, excavation or occupancy conditions will be determined and authorized by the County and the applicant will be required to agree to the conditions and specifications on the permit and shall comply with all applicable by-laws, policy and regulations.
Encroachment Application - private feature remaining in a County road allowance
An Encroachment Permit is a legal and binding agreement between the County and a property owner whose land borders County property. This permit allows the property owner to maintain an existing private feature (such as landscaping, fencing, or other structures) that extends onto County land. The application fee for an Encroachment Permit is $100.00 per submission.

Utility Municipal Consent Application - public utility installation in a County road allowance
The Municipal Consent is the County’s authorization for a utility to work in specific location(s) within the County right-of-way. Municipal Consent will only be issued to utility companies, commissions, agencies, other municipalities, or private applicants who have a municipal access agreement with the County. The project of adding or modifying the plant can be subject to an Excavation and Occupancy Application (Work in Right-of-Way permit).
To apply and receive permit approval for utility municipal consent on County roads use the online permit portal, registration will be required if the applicant is a new user.
Application for County Road Closure for Community Events
A Temporary County Road Closure application is required when an event is being planned that requests closing down a lane of traffic or an entire roadway which will impede vehicular traffic for any length of time for a community event (race, run, walk, parade or festival).
Requirements
- A completed application submitted via email to roadsandbridges@lennox-addington.on.ca
- A map of the route for the road closure must be submitted with the application
- Schedule “A” must be completed and submitted with the application
- If the community event is not organized by the local municipality then approval must be submitted with the application from local municipality by way of council resolution
- Acknowledging the responsibilities of the applicant must be submitted with application
- Provide certificate of insurance for the event with the County of Lennox and Addington as additional insured
Over Dimension Loads
If you are driving on a County of Lennox & Addington road with a load exceeding the limits in the Highway Traffic Act, you must have an Over Dimension Load permit.
Excess Load Permitting Guidelines
HTA Legal Loading Dimensional Limits:
- Width = 2.60m (8’-6”)
- Height = 4.15m (13’-7”)
- Length = 23.00m (75’-5”)
Any vehicle and load combination on a County road in greater than the loading dimensions requires an Excess Load permit.
How to Apply
The Oversize Load Permit Application process is now electronic! All applications are required to be submitted through our online Portal system.
Apply and receive permit approvals for over dimension load on County roads using our online portal. Please note, that you will be required to register as a new user if you have not already registered with Transnomis.

The County must review and approve all documentation before a permit is issued. Each load requires a permit and we offer single-trip and annual permits.
Permit Types and Fees
- Trip Specific Excess Load permit $100.00/load
- Trip Specific Excess Load permit with less than 48 hours’ notice $150.00/load
- Super Load permit $750.00/load
- Annual permit $300.00
- Enhanced Annual permit $1,500.00
Trip Specific Excess Load Permit
Trip Specific Excess Load Permits (Oversize/Overweight):
Required for each load if any dimension is greater than the HTA limits noted above. Trip specific excess load permits may be subject to special provisions and time restrictions.

Annual/Enhanced Excess Over Width Permits
Annual permits are valid for the calendar year and allows for up to 3.70m (12’-2”) maximum width. (This permit allows over width privileges only all other dimensions subject to HTA limits above).
Enhanced Annual permits are valid for the calendar year and allows for a width exemption up to 4.59m (15’-06”). (This permit allows over width privileges only all other dimensions subject to HTA limits above)
Pre-trip Inspections and Escorts
The applicant should check the route before the move to ensure that there are no obstructions. The applicant is responsible for all costs and must arrange for escorts if required.
Minimum Escort Requirements:
- Width 4.00m to 4.59m – 1 private escort required
- Width 4.60m to 4.99m – 2 private escorts required
- Width 5.00m and wider – 2 certified escorts required (Route must be surveyed)
- Length 36.76m to 45.74m – 2 private escorts required (Route must be surveyed)
- 45.75m and longer – 2 certified escorts required (Route must be surveyed)
- 4.50m and higher – 1 private escort (pole car) required. (Route must be surveyed)
Moves Through Roundabout (CR2 at CR4) Requirements
Length 36.76m and longer – Certified escorts required at roundabout for traffic control. Moves must be completed between 9:30 a.m. and 3:30 p.m.
Width 5.00m and wider – Certified escorts required at roundabout for traffic control. Moves must be completed between 9:30 a.m. and 3:30 p.m.
Width 6.00m and wider – Certified escorts required at roundabout for traffic control. Roads Staff also required on site as traffic sign removal may be required. Roads Staff charges will apply. Moves must be completed between 9:30 a.m. and 3:30 p.m.
General Notes
The County will review the proposed routing on each application to ensure the route is suitable. We will recommend re-routing if we have concerns with the proposed route.

The County will put travel time restrictions on large oversize moves at our discretion. Typically the restrictions will be applied to moves in urban areas or through the roundabout to avoid AM/PM peak traffic periods. (Typically moves must be completed between 9:30am and 3:30pm but other restrictions may be applied).
These guidelines are provided for reference only and are subject to change. Carriers are responsible to ensure that they meet all requirements of the Highway Traffic Act.

Permit Renewal
A reminder notification is emailed to annual/enhanced permit applicants advising that the permit will expire on December 31. Applicants must re-apply through the online portal.
