Construction and Closure Responsibilities
The County is responsible for administering all construction activities on County roads. This may include engaging an engineering consultant to provide design, contract administration and construction inspection of these projects on its behalf.
County staff work closely with the consultant and local road authorities in developing the project’s design and overseeing its administration throughout the design, tender and construction phases and payment approval.
Highway 401 Emergency Detour Routes (EDRs) Through Lennox & Addington County
To ensure traffic continues to flow safely during closures on Highway 401, EDRs have been established throughout Lennox & Addington County, in collaboration with the Ontario Ministry of Transportation (MTO), Ontario Provincial Police (OPP), local municipalities, and emergency services.
When an incident causes a closure on Highway 401 (typically for over an hour due to accidents, investigations, or clean-up), the OPP will activate the EDRs. These pre-planned routes guide drivers around the affected area using permanent signage and, when necessary, temporary markers. Traffic officers may also be stationed at key points to manage flow.
Important: To protect local roads and ensure safety, all detoured traffic must stay on marked EDR routes unless otherwise directed. EDRs are carefully planned based on road capacity, travel time, and safety, and are designed to handle the volume of Highway 401 traffic during emergencies.
