Overview
Lennox & Addington County Council Approves 2026 Budget
The 2026 Budget totals $122.7 million in order to provide a broad range of services as set out in detail in the budget document.
$40.4 million of the total budget is raised through property taxation. The County’s 2026 property tax levy will increase by 4.6% or $1,744,496 from 2025, after allowing for assessment increases due to new development and growth. $1,140,500 or 3.0% of the 2025 tax levy has been dedicated as additional funding for capital improvements to the County’s arterial road and bridge network. This assists with Council meeting their Strategic Capital Planning objective of the 2023-2026 Council Strategic Priorities.
The average residential property assessment in the County of Lennox and Addington in 2026 is $266,090 (2025 – $264,013). The County portion of the property taxes on this assessment in 2026 is $1,678.16 (an increase of $85.12 from 2025).
Some of the highlights of the 2026 budget include:
- $8.0 million for the construction of a new Ambulance Base in Loyalist Township. The base will include a Training Facility as well as being our Emergency Operations Centre.
- Increased municipal tax levy support for The John M Parrott Centre that will further augment our infection control capacity as well as helping to achieve our 4 hours of care and customer service excellence.
- $20.8 million for capital improvements to County Roads & Bridges, this will include 8.2 kms of hot mix paving is to be completed on County Road 41 in Stone Mills and on County Road 1/6 through Yarker in Stone Mills. 8.4km of County Road 5 is to be converted from a surface treated road to an asphalt surface in Greater Napanee and Loyalist. 29.0 kms of surface treated roads are expected to be completed in 2026. This includes sections of CR 9, CR 15, CR 25 and CR 29. The start of the urban rehabilitation of CR 2 through the Village of Odessa has been budgeted for 2026. Along with new granular and asphalt, County works will include new sidewalk, curbs, and storm sewers. This will be phase 1 of a 3-year project to complete all of CR 2 through Odessa. Rehabilitation work is planned for the Napanee River Culvert in Yarker as part of the hot mix program and a replacement of a major culvert is planned to be completed on County Road 8 in Greater Napanee. The County will receive $1.48 million in federal gas tax funds and $1.1 million from the Province to assist with the cost of road projects.
- $1,007,000 for capital repairs, equipment and furnishings for The John M. Parrott Centre and $686,500 for capital improvements to County-owned buildings.
- $1,184,000 for capital improvements to Social Housing as well as engineering and architectural services for a new 12-unit project in Loyalist Township.
- $75,000 per year for a ten-year period (from 2019 to 2028) for the University Hospitals Kingston Foundation capital campaign.
- $50,000 per year for a ten-year period (from 2024 to 2033) for the Lennox and Addington County Hospital Foundation’s MRI acquisition.
